List the metadata field groups a refresh job can target

GET 
/api/v1/library-jobs/metadata-refresh/field-groups

A static catalog: the groups and the concrete metadata fields each one covers. It is what a job editor offers as refreshable fields, so a client does not have to hardcode the list.
